Non-guaranteed contests are required to be filled in order for payouts to be distributed.
If a non-guaranteed contest does not reach capacity (all potential slots are filled by entrants) by the contest start time, the contest will be canceled and refunded.
All prizes in a guaranteed contest will be distributed amongst qualifying entrants regardless of whether the contest reaches capacity or not.
